Gulags

The DIS runs two off the record “re-education” camps on Anath: Camp 2XY and Camp 4RT. Both kinds make extensive use of slave labour, with those sent to these camps never returning. This fate is seen as a slow, painful death for those who have done something that made the regime especially furious: the slave work at the camps has no purpose for the prisoners but to work them to death. They are unable to be seen via imaging from the air, and as no one has ever escaped from one most people believe that they are a myth.
Food is often scarce, with the most desperate resorting to murdering other inmates and eating them. Gangs are rife and compete for what little benefits they might reap from being the top dogs. Much like historical forced labour camps, gulags are marked by overcrowding, insufficient food, and minimal medical care. The prisoners are viewed as disposable, forced to work hard labour in life-threatening conditions with little regard for illness or fatigue. Armed guards and surveillance are a constant presence, and disobedience is harshly punished. This ensures complete control over the population and discourages any fantasies of escape or rebellion. Many of the prisoners held are dissidents or rebels who simply disappear and never return from the gulags. By working these individuals to death, they effectively eliminate threats to the regime without wasting them as a resource by execution. In addition to military production, gulags are used for natural resource extraction, like the one on Deimos, providing an extra source of income for the DIS.

*"Welcome to the Gulag. If you are here, you have managed to commit something so atrocious, not even the prison system can bear to deal with you. As such, there are a number of pleasantries awaiting your attendance.” Cera’s voice was almost sickeningly malicious. “There is no room for defiance here. You might have gotten your kicks out of spitting at authority before but in the Gulag, that will gain you a blaster bolt to the head. You will work in order to gain the privilege to go on living. Pull your weight, or rot in a ditch for the rats to devour. Either way, your sentencing and subsequent death will aid the prosperity of Anath, so be sure to go on with that sentiment in mind." -* Apprentice Cera’s address to new inmates.

*“Most of the prisoners were either sobbing, or seemingly depressed into silence. Many bore the marks of brutal interrogation or wanton torture, but a few looked around, faking meekness as they could, so as to avoid the notice of guards. The prisoner was a sallow-faced Mirialan, who looked blankly... then joined the crowd as personnel in clean, dark-brown uniforms started herding them into the outside area. Each prisoner was given a biodegradable cup, containing a single serving of a meagre soup, and nothing else was done. The guards gruffly pressed them forward, using electro-canes to strike at random intervals. Behind the guards, a crowd of emaciated figures had formed, and their hungry gazes locked on the soup containers. This was the first of many cruelties, as some used sharp pieces of wood, or even their bare hands to threat and wrest the cans from the weakest of the newcomers. Before long, several of them were on the ground, beaten to a pulp, all for a single gulp of the life-saving food.”*
